Abstract
This study aims to explore how a public hospital responds to environmental changes driven by national policy shifts influenced by global events. It focuses on how the National Health Insurance (NHI) implementation and COVID-19 pandemic have impacted hospital priorities, management decisions, and strategic responses. A qualitative case study was employed in this study, focusing on a provincial government hospital in Indonesia.
