Keberkesanan pelaksanaan ‘Local Agenda 21’ di Malaysia: kajian kes Majlis Perbandaran Seberang Perai (MPSP), Pulau Pinang.

Abstract
‘Local Agenda 21’ iaitu inisiatif yang terhasil daripada Persidangan Earth Summit di Rio
de Janeiro (1992), menekankan peranan pihak berkuasa tempatan dalam pembangunan
mampan di peringkat tempatan. Di Malaysia, program ini telah dimulakan pada tahun
2000 dengan melibatkan empat pihak berkuasa tempatan sebagai projek perintis.
Sehingga kini, pelaksanaan LA21 telah berkembang hampir ke seluruh pihak berkuasa
tempatan di Malaysia. Namun, kajian-kajian menunjukkan terdapat beberapa isu timbul
dalam pelaksanaan LA21 yang pastinya memberi impak kepada matlamat LA21.
Justeru, kajian ini bertujuan untuk menilai impak program LA21 dan keberkesanan
Majlis Perbandaran Seberang Perai serta pihak-pihak berkepentingan lain memainkan
peranan dalam pelaksanaan LA21. Kaedah untuk mendapatkan data dalam kajian ini
ialah melalui soalselidik dan temubual di samping kaedah pemerhatian di lapangan.
Dapatan kajian menunjukkan program-program LA21 yang dilaksanakan memberikan
impak yang baik kepada responden dan pihak berkepentingan. Hasil analisis data
menunjukkan tahap pengetahuan, sikap, kemahiran, aspirasi dan tingkahlaku responden
semakin baik selepas menyertai program-program yang dianjurkan.
Local Agenda 21 is an initiative resulting from Earth Summit Conference in Rio de
Janeiro (1992), stressing the role of local authorities in local sustainable development. In
Malaysia, the program was started in 2000 involving four local authorities as a pilot
project. To date, the LA21 implementation has evolved at almost all local authorities in
Malaysia. However, previous studies showed various issues arose in the LA21
implementations that would affect its goals. Thus, this study aims to evaluate the
impacts of LA21 programs as well as the effectiveness of Seberang Perai Municipal
Council and other stakeholders in implementing LA21. Methods to obtain data in this
study were through questionnaires and interviews as well as field observation. The
findings show that the LA21 programs have good impacts on the respondents and other
stakeholders. Results from data analysis show the level of respondents’ knowledge,
attitudes, skills, aspirations and behavior have improved after participating in the
organized programs.
