Local Agenda 21 is an initiative resulting from Earth Summit Conference in Rio de Janeiro (1992), stressing the role of local authorities in local sustainable development. In Malaysia, the program was started in 2000 involving four local authorities as a pilot project. To date, the LA21 implementation has evolved at almost all local authorities in Malaysia. However, previous studies showed various issues arose in the LA21 implementations that would affect its goals. Thus, this study aims to evaluate the impacts of LA21 programs as well as the effectiveness of Seberang Perai Municipal Council and other stakeholders in implementing LA21. Methods to obtain data in this study were through questionnaires and interviews as well as field observation. The findings show that the LA21 programs have good impacts on the respondents and other stakeholders. Results from data analysis show the level of respondents’ knowledge, attitudes, skills, aspirations and behavior have improved after participating in the organized programs.
