Abstract

Berlakunya projek-projek terbengkalai telah menyekat sektor pembinaan daripada berperanan sebagai penggerak utama kepada pembangunan sesebuah negara. Pihak yang paling terjejas akibat daripada projek-projek terbengkalai ialah pembeli-pembeli hartanah. Kepentingan pembeli-pembeli hartanah ini banyak diketepikan dengan adanya amalan Konsep 'Jual dan Bina' yang telah lama diamalkan di negara ini. Objektif pemilihan tajuk ini bertujuan untuk mengkaji samada Akta-akta sediada menjaga kepentingan pembeli hartanah, kesan projek terbengkalai terhadap pembeli hartanah dari segi ekonomi dan sosial, pihak-pihak yang sepatutnya bertanggungjawab terhadap pembeli serta jenis hartanah yang banyak terbengkalai. Abandoned projects had threaten the role of construction section from being the main contributor to the country's development. The most effected party due to these abandoned projects is the property buyers. The practice of 'sell and build' concept in our country had caused the welfare of the abandoned property buyers to be ignored. The title objectives were chosen with the aim to research whether the existing Acts are protecting the property buyers, what are the effects towards the property buyers in terms of their social and economical, to find out which party should be responsible towards the property buyers of abandoned projects as well as which type of property projects were the most abandoned.
