Abstract

This thesis aims to see the transformation and the dynamics of Malay elites in politics and administration in Perlis since the 19th century until the 1970s. The study also aims to analyze the extent of the influence and involvement of the Malay elite in politics and administration as well as their role in the development of anti-colonial political awareness before and after the Second World War. The researcher has conducted a library research by analyzing the records from John Hamer, Perlis State Secretary files, British Colonial Office files, figures, notes and newspaper reports. The analysis was conducted by the researcher to determine how the "tradition of loyalty" of the Malays towards the king and the Malay elite leadership would influence political consciousness and nationalism in the Malay community in Perlis. In explaining this relationship, the researcher refers to the history of the emergence of the Perlis government and examines how the Malay elites gained influence and positions in the Perlis government administration until they were so "honored" by the community. The British Perlis agreement in 1930 significantly had led the Malay elite to become so influential in the Perlis government’s administration.
