Abstract

The protracted right-to-self-determination (RSD) conflict in Mindanao, Philippines, has yet to be fully resolved. Hence, the five decades of attempts to peace. Key to this is the Bangsamoro’s search for a kind of development that is compatible with their aspirations for freedom and their future. This research aims to study the Bangsamoro communities’ social constructions of conflict, peace and development, and examine the viability of the sustainable human development (SHD) framework for application in their challenging realities. The usefulness of the SHD framework does not only lie in its use of human development parameters like the Human Development Index (HDI). It also provides an approach towards development that synergizes with the sustainable peace framework - an imperative for Mindanao. At the center of this approach is the Participatory Rural Appraisal and Participatory Learning and Action (PRA/PLA) methodology using the technology of participation to elicit responses, stimulate discussion, document verbal and non-verbal ideas in accordance with the communities’ unique modes of expression, and carry out on a limited basis community-driven projects in a manifestation of local empowerment. The study concludes: (a) that both SHD and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) that the pursuit of the right to self-determination is enhanced as both frameworks are combined to serve as context for that pursuit toward the attainment of peace in Mindanao.
