Abstract

The relationship between central and state governments in federal systems is often complicated, especially when the ruling parties are in conflict. This has been particularly evident in Malaya and later Malaysia since gaining independence. Disputes have emerged over various issues due to differing interpretations and implementations of constitutional provisions at the central and state levels of government. The Malaysian Constitution establishes a strong central government, highlighting the importance of collaboration between political entities at the central and state levels to foster healthy Centre-state relations. In 1969, the state government of Penang was led by the opposition party. Upon gaining power, the leadership managed Centre-state relations diplomatically and cooperatively.
