    Abstract

    Penyumberan luar khidmat sokongan hospital (KSH) awam di Malaysia adalah sangat berbeza dengan negara lain. KSH awam adalah projek penswastaan terbesar Kementarian Kesihatan Malaysia (KKM), yang terbesar seumpamanya di dunia dan yang julung kali dilaksanakan di dunia. Lima KSH bukan klinikal telah dipilih untuk diuruskan oleh satu kontrak, dan bukannya diuruskan oleh pihak pengurusan hospital. Walaupun pelbagai kajian dibuat tentangnya, namun tiada penyelidikan mendalam dari konteks pencapaian objektif Dasar penswastaan dan amalan bijak yang dipraktiskan. Objektif kajian pertama adalah untuk menentukan sejauh mana lima objektif Dasar Penswastaan telah dicapai melalui penggunaan khidmat luar KSH awam. Objektif kajian kedua pula untuk mengenal pasti sejauhmana tahap amalan bijak penyumberan luar dipraktiskan dalam penyumberan luar KSH awam. Dalam usaha untuk mencapai kejayaan penyumberan luar KSH, amalan bijak telah dikenal pasti yang melibatkan peringkat pra dan pasca penswastaan (penyumberan luar). Outsourcing of public Hospital Support Service (HSS) in Malaysia is unique compared to other countries. It is the largest privatisation project for the Ministry of Health (MOH), as well as being the largest and first ever to be implemented in the world. Five HSS were chosen to be managed through contracts instead of directly by the hospital management. Various studies have been carried out regarding this subject, but there have been no in-depth research in the context of policy objective achievement and the implementation of best practices. The first objective of this study is to determine the extent to which the five Privatisation Policy objectives are achieved in the outsourcing of the public HSS. The second objective is to identify the practices in the outsourcing of the public HSS. In order to achieve successful outsourcing of HSS, best practices were identified in the pre and post-outsourcing stages.
